Promotion and Dissemination of International Humanitarian Law
Another area in which the ICDO is particularly active in terms of international cooperation in civil protection is the Promotion and Dissemination of International Humanitarian Law. Promoting the special judicial status of civil protection means,
in particular:
- Affirming the validity of the rules linked to the status of civil protection in the context of International Humanitarian Law
- Underlining the importance of the actions of civil protection which, in order to play its role to the full, must have a protected status.
- Underlining the duty of the party States to respect and enforce the rules on civil protection.
- Encouraging cooperation between party States and other States wishing to bring their support to humanitarian civil protection actions in areas of armed conflict.
- Making known to all concerned people and bodies the rules pertaining to civil protection.
It has to be added that the XXVIth International Conference of the Red Cross and Red Crescent held in 1995 in Geneva, Switzerland,
underlined the importance of Civil Protection in International Humanitarian Law and recognised the role played by the International Civil Defence Organisation in the promotion of Civil Protection at the international level. The Resolution adopted by the Conference invited States party to Additional Protocol I to the Geneva Conventions to implement and disseminate the Protocolšs Rules concerning Civil Protection and recommended that the International Committee of the Red Cross (ICRC) in collaboration with the ICDO encourage international cooperation in this field and that it be an item on the Agenda of international meetings on IHL.
The ICDO and the ICRC organised jointly a meeting of experts on the implementation of international humanitarian law rules relating to civil protection, in June 1997, in Switzerland.
