ICDO Membership
is open to all States which accept its Constitution. For all acceding States the Constitution comes into force thirty days after the deposit of the instrument of ratification or accession.
Associate Member of ICDO with no voting right at the General Assembly. Affiliated Membership Status may be granted to:
civil defence organisation, fire brigade, training, disaster prevention, assistance, flood, safeguard, volontary service, volunteer, humanity, solidarity, impartiality, evaluation, emergency, storm, natural disaster, earthquake, expertise, coordination, rescue, humanitarian law, civil protection, legislation, mission, organisation, staff, training, equipment, finances, international, world civil defence day, training and information material, documentation, disaster management, search and rescue

Membership of the ICDO is open to all States which accept its Constitution. For all acceding States the Constitution comes into force thirty days after the deposit of the instrument of ratification or accession. The annual contribution (from 21,000 to 60,000 Swiss Francs - approx. US$ 17,500 to US$ 50,000) has been set at a level which does not burden the budget of Member States and which can be compared to a subscription to an international public utility service and is well within the financial means of the national Civil Protection services with whom the ICDO has direct links. In addition to the services described in this brochure which the ICDO provides to its Members, it must be noted that the enlarged concept of Civil Protection that appears in Article 61 of Additional Protocol I to the Geneva Conventions should be considered as an invitation to the many States which, as parties to this Protocol, have recognised the international status of Civil Protection, to become Members of the ICDO.

All States can also request Observer Status before admission to full membership. This status does not offer all the privileges of State Membership; an Observer may participate in all the activities of the ICDO and is invited to all sessions of its General Assembly but has no voting rights. The status of an Observer Member is reviewed every two years by the General Assembly and will be maintained as long as the Observer Member will have shown interest in the activities and programmes of the Organisation.

Moreover, any State which is part of a Federal State, a Confederation or a Union of States and any autonomous administrative sub-division of a State may request admission as Associate Member of ICDO with no voting right at the General Assembly.

When a State which requests Associate Member Status is part of a State which is a full Member of the ICDO, the agreement of the latter is required.

A Federal State, a Confederation or an Union of States which becomes full member of the ICDO subsequent to one or more of its component States having obtained Associated Membership Status may request sole representation at ICDO.

Finally, Affiliated Membership Status may be granted to:
  • International organisations (governmental and non-governmental)
    whose mandate relates closely to the ICDO's;


  • Private, commercial or industrial concerns which submit an application.
