In order to provide technical assistance in the management of disasters, the ICDO has produced educational publications intended for managers and personnel of civil protection services.
Disasters, be they of natural, technological or human origin, inevitably affect all countries of the world, without ethnic or social distinction, and with no regard for political or geographical borders. It is because of this preoccupying state of affairs that the International Civil Defence Organization (ICDO) has taken the initiative of compiling this Guide. It is indeed the ICDO's mission to provide technical assistance to the governments of Member States and to contribute to the development of their Civil Protection. To this end, the Disaster Management Guide provides an outline of the principles and of the preventive and organization measures to be established at different political levels, and of the techniques for conducting and managing relief operations in case of need. The various chapters devoted to this subject are of great importance given the complexity and magnitude of the tasks falling to the authorities and their operational bodies. These range from analysing major life-threatening risks and modalities of the decision-making process, to protection, assistance and rehabilitation measures. The Guide is also a basic tool for the development of the professional training of managers, instructors and personnel of national civil protection services. Jean Dubi, author of the Disaster Management Guide is a Doctor of Law. He has spent all his career in the service of the Swiss Federal Government and occupied various posts in the Ministries responsible for safety and protection problems. He has notably headed the Swiss Central Defence Office and presided over the Swiss Federal Commission responsible for co-ordinating the preparation of the fight against disasters. This series is destined for staff of civil protection services and deals with the following subjects: transport accidents, fires and explosions, toxic substances and chemical disasters, floods and dam bursts, landslides, volcanic eruptions, earthquakes, storms and hurricanes, radioactive and nuclear disasters, epizooties, avalanches, cold waves and blizzards. Each aide-mémoire deals with preparedness, prevention and intervention measures relating to the disaster in question, and with the rules of behaviour to be followed by the population in each case. A serie of 13 posters concerning the instructions for the population in case of natural disasters is completing this aide-mémoire. Disasters are often sudden and often result in serious damage to buildings and infrastructure, and a number of trapped persons. Rescuers must move in the disaster area and clear the means of access, give immediate assistance to the wounded, extract trapped persons, and evacuate them to field medical posts. Where buildings are not damaged, rescuers are still required to locate and remove people from life-threatening situations, and work closely with other organisations to reduce harm to a community. In short, search and rescue requires the development of a preparedness programme and this Community Emergency Preparedness Manual may be an excellent tool for it. Techniques élémentaires de sauvetage
